William (Bill) Parker was born in Texas in 1922. In 1951, he worked in Paris on a United States government grant. He became the first artist to have a solo exhibition at the Kaganovitch Gallery in 1954.
Parker studied with Hans Hofmann in the United States and Fernand Leger in Paris and at the Academie de la Grande Chaumiere.
